TOURNAMENT
PLAYING CONDITIONS
Laws of Cricket (2000 Code 2 nd Edition – 2003) shall apply except where superceded by ICC Standard One Day International (ICC ODIs) Match Playing Conditions, presently effective.
Tournament Playing Conditions (hereinafter
referred as TPCs) where applicable, will supercede ICC
Standard One Day International Match Playing Conditions
as referred above.
All the references
to “Governing Body” within
Laws of Cricket and “ICCMatch Referee”
within ICC Standard One Day International Match Playing
Conditions will deem to have been replaced by Kuwait
Cricket Association(KCA) Match Referee.
1. TITLE :
The tournament shall be known as “ACC Middle
East Cup-2004, Kuwait”. Kuwait Cricket Association
will organize it on behalf of Asian Cricket Council
(ACC).
2. PARTICIPATING TEAMS :
Six teams from emerging cricketing countries of Middle – East will participate in this tournament. The teams will be placed in two groups. The teams and group placement is:

3. COMPOSITION OF TEAMS :
3.1 Each team will be limited to two officials; a Manager and a Coach.
3.2 Each team will consist of 14 players nominated in accordance with ICC Qualifications Rules.
3.3 Each team will nominate four standby players who must qualify in accordance with ICC Qualifications Rules.
4. QUALIFICATION RULES :
4.1 Refer to ICC Qualification Rules.
4.2 The cut–off date for Residential Qualifications will be 10 th January, 2005. For the purpose of this Rule it will bedeemed that all the players will continue to be the residents of their respective countries for the period from now till 10 th January, 2005.
4.3 At least 11 out of 14 players nominated in the squad must qualify under the “Nationals” category as defined in ICC Qualification Rules.
4.4 At least 9 out of 11 players nominated to play in any match must qualify under the “Nationals” category as defined in ICC Qualifications Rules.
4.5 Each participating country can nominate maximum three players in the squad of 14 who qualify as “Deemed Nationals” as defined in ICC Qualification Rules.
4.6 Each participating country can nominate maximum two players in playing eleven for any atch who qualify as “Deemed Nationals” as defined in ICC Qualification Rules.
4.7 No participating team will be entitled to any waiver regarding ICC Qualification Rules.
5. MATCH VENUES :
Kuwait Cricket Association will use two venues to conduct the matches. The venues are:
Ahmadi Cricket Ground, Ahmadi
Tarfahiya Cricket Ground, Doha
6. DURATION OF MATCHES :
6.1 All the matches will be of one-day duration.
6.2 No reserve day will be provided for a match ending as “Tied / No result”. This Article will apply to knock – out stage as well.
6.3 The matches will consist of one innings per side and each team’s innings will be limited to 50 overs.
6.4 A minimum of 25 overs per team shall constitute a match.
7. HOURS OF PLAY :
7.1 Start and Cessation Times:
7.1.1 Morning session will start at 0830 hours and will be scheduled to end at 1200 hours, except as stated in 7.1.2 and 7.1.3 below.
7.1.2 Morning session of Final match will start at 0800 hours and will be scheduled to end at 1130 hours.
7.1.3 Morning session of play – off for 3 rd / 4 th positions will start at 0715 hours and will be scheduled to end at 1145 hours. Second innings will start at 1055 hours.
7.1.4 Lunch interval is scheduled to be from 1200 to1300 hours except asstated in 7.1.5 and 7.1.6 below.
- During the final match lunch interval is scheduled to be from 1130 to 1300 hours.
- During the play – off for 3 rd / 4 th positions the lunch interval is scheduled to be from 1145 to 1300 hours.
- Afternoon session will start at 1300 hours and is scheduled to end at 1630 hours except as stated in 7.1.8 below.
- Afternoon session of play – off for 3 rd / 4 th positions will start at 300 hours and is scheduled to end at 1540 hours.
7.2 Interval Between The Innings:
- The innings of team batting second shall NOT commence before the scheduled time for the commencement of the second session unless as stated in 7.2.2 and 7.2.3 below.
- The team batting first has completed its innings at least 30 minutes prior to start of the scheduled interval. In such case a ten minutes break will occur after which team batting second will commence its innings and the interval will occur as scheduled.
- In case when the team batting first has completed its innings 29 minutes or less prior to the scheduled time of interval the match referee will reschedule early start of second session after 60 minutes lunch interval. This clause will not apply on Friday matches when the second session will start at 1 p.m. only.
7.3 Reduced Interval:
7.3.1 If the team fielding first fails to bowl its quota of overs within the allotted time and the first session finishes late then the length of the interval will be reduced and second session will start at scheduled time only. For delayed start or interruption during the first innings the length of the interval will be as following:

7.4 Drink Intervals
7.4.1 Two drink intervals per session will be permitted each 70 minutes apart. Under extreme heat, the umpires may permit an extra drink interval.
7.4.2 An individual player may be provided drink on the edge of boundary at any time or on field at the fall of the wicket provided no playing time is lost.
7.4.3 No other drinks shall be taken on to the field without the permission of the umpires.
7.4.4 Any player taking drinks on to the field should be dressed in proper cricketing attire.
7.5 Extra Time
Refer to ICC ODI Playing Conditions 12.6.
In the event of any interruption of play due to weather, light or any unavoidable circumstances, up to 15 minutes of extra time will be added to the scheduled cessation time.
8. LENGTH OF INNINGS UNITERRUPTED MATCHES :
8.1 First Batting
- Each team shall bat for 50 overs unless all out earlier.
- A team shall not be permitted to declare its innings closed.
- If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of first session, play shall continue until the required number of overs has been bowled. Unless otherwise determined by Match Referee, the innings of the team batting second shall be limited to the same number of overs bowled by it, at the scheduled time for cessation of the first session. The Over in progress at the scheduled cessation time shall count as a completed over. The interval shall not be extended and the second session will commence at the scheduled time. Match Referee may increase the number of overs to be bowled by team bowling second, if after consultation with Umpires he is of the opinion that events beyond the control of the team bowling first prevented the team from bowling the required number of overs by the scheduled cessation time for first batting.
- If the team batting first is all out and the last wicket falls at or after the scheduled time for cessation of first batting , the innings of the team batting second shall be limited to the same number of overs bowled to team batting first at the scheduled time for cessation of first batting. The over in which the wicket/s fall to count as a complete over.
- If the team batting first is all out in less than 50 overs the team batting shall be entitled to bat for 50 overs except as provided in 8.1.4 above.
8.2 Second Batting
8.2.1 If the team fielding second fails to bowl the required number of overs as provided in 8.1.3, 8.1.4 and 8.1.5 by the scheduled cessation time, the target of the team batting second shall be reduced in a manner stated in 8.2.4 below.
8.2.2 The over in progress at the scheduled cessation time shall count as completed over.
8.2.3 Match Referee may reduce penalty if after consultation with Umpires he is of the opinion that events beyond the control of fielding team prevented that team from bowling the required number of overs by the cessation time.
8.2.4 Reduced target will be calculated as under
Par score = (TBOT * OSB)/10
Notes:
- Fractions to be ignored.
- Reduced Target will be Par Score plus one Run
- TBOT means Ten Best overs Total of team batting first.
- OSB means overs Short Bowled by the scheduled time by team bowling second.
9. MATCH OFFICIALS :
9.1 Match Referee
KCA will appoint Match Referee for all the matches.
- He will act as Chief of all the match officials of the day.
9.2 Umpires
9.2.1 KCA will appoint two field Umpires to officiate the match.
9.2.2 KCA will also appoint fourth umpire to facilitate and act as stand by for the Field Umpires.
9.2.3 ICC ODIs Playing Conditions Clauses 3.1, 3.2, 3.4, 3.7 and 3.8 shall not apply.
9.3 Scorers
9.3.1 Article 9.3.2 below shall apply in addition to Clause 4 of ICC ODIs Playing Conditions.
9.3.2 Kuwait as host country will provide one Official Scorer for each match.
9.3.3 The participating countries may have their own scorer however the scores maintained by the Official Scorer will be accepted for all purposes.
10. THE TOSS :
- Article 10 supercedes Laws of Cricket, Law No, 12.4.
- Article 10 may be read in conjunction with Law 1.3 as amended by ICC ODIs Playing Conditions Clause 1.
- The Captains dressed in on-filed match clothing shall toss for the choice of innings on the field of play at least 30 minutes before the scheduled or rescheduled time for the match to start.
- Match Referee will accompany the Captains and supervise the Toss.
11. POINTS :
In Preliminary Matches points system will be as follows:
- Win, with bonus point 6
- Win, without bonus point 5
- Tie or No Result 3
- Loss, but not conceding bonus point 1
- Loss, conceding bonus point 0
- The team that achieves a run rate of 1.25 times of the opposition shall be awarded one bonus point. A team’s run rate will be calculated by reference to the runs scored in an innings divided by the number of overs faced. Refer Appendix 3 to ICC ODIs Playing Conditions.
- In the event of teams finishing on equal points the right to play in the semi - final will be determined as follows:
- The team with most number of wins.
- The winner of match between these teams in league round.
- If still equal, the team with the most number of wins over the other team(s) who are equal on points and have the same number of wins.
- If still equal the team with the highest number of bonus points.
- If still equal, the team with highest / better run rate. The Net Run Rate will be calculated up to three decimal points and fourth decimal will be rounded off (upward if 5 or more and downward if 4 or below).
- For the purpose of Net Run Rate the scores of match declared as No Result will notbe taken in to consideration.
- In an unlikely event of, in the preliminary round matches two or more teams finishing equal on points due to all league matches being of No Result the right to play in the final will be decided through Fresh Toss of Coin.
- If the Final / Semi – Final / Play – off match ends as Tie or No result the winner will be the team with the higher points in preliminary round. If the points were equal clause 11.5 below will be applied.
- If the points of both the Finalists / Semi – Finalists / teams playing play – off match, are equal then the winner will be determined through Procedure stated inArticle 11.3 above.
12. TOURNAMENT FORMAT :
Three participating teams of each group will play one match each against both the other teams of the group (refer Article 2 above).
From each group two top teams on Points Table will qualify for Semi – Finals. If equal then the procedure laid down in 11.3 above will be applied to determine Group standings.
In Semi – Finals top team of each group will face second placed team of other group.
The winners of semi-finals will face each other in the Final.
Losing semi – finalists will face each other in the play – off for 3 rd / 4 th positions.
Two teams failing to qualify for the Semi – Finals will face each other in the play – off for 5 th / 6 th positions.
13. BOUNDARIES :
13.1 Clause 19 of ICC ODIs Playing Conditions will apply with the exception of 19.2 which has been replaced by Article 13.2 below.
- A rope or wooden board as approved by KCA must designate all the boundaries.
14. REFERENCES, NOTES & DEFINITIONS :
14.1 Law will refer to Laws of Cricket (2000 Code 2 nd Edition – 2003).
- Clause will refer to ICC Standard One Day International Playing Conditions.
- Article will refer to Tournament Playing Conditions.

15. TECHNICAL COMMITTEE :

Technical Committee will be the final authority to interpret Laws of Cricket, ICC ODIs Playing Conditions and Tournament Playing Conditions.
- In case of any dispute, the decision of Technical Committee will be final.
